HANSON CONSERVATION COMMISSION
MINUTES OF MEETING, TUESDAY, APRIL 29, 2003
HANSON TOWN HALL, LIBERTY ST., HANSON, MA



Called to Order:  7:35 PM under the M.G.L. chapter 131, s.40 and the Hanson by-law 1-13

Members Present:        Steve Croghan, Chairman
                                Ron Grattan, Vice Chairman
                Arthur Gelsi, Member
                                Phil Lindquist, Member
                                Amy Gardner, Member
                                Deb McKeen, Member

Members Absent: 0

Others Present: Patricia Cassady, Agent

7:35 PM  NOI (Notice of Intent) continued hearing from Conway Realtors, with Jay Chaisson representing.  The proposal is for a 12½ x 14’ addition only for the tenants to use as a handicap conference room.  Mr. Kennedy, the Building Inspector suggested that the addition be as far back as possible.  Mr. Croghan wants the head wall in the conditions.  Mr. Lindquist asked where the leaching field was.  Mr. Chaisson replied in the front.  

Mr. Grattan made a motion to accept the NOI for revised plan DEP#175-390 dated 1/23/03.  

The motion was seconded by Mr. Gelsi.

The vote was unanimous

Orders are as follows:  1. silt fence will be installed per plan.  2.  No encroachment beyond 56’.  3.  Addition size as indicated with dry wall.  4.  Rip rap at both headwalls, prior to work being done, notify the Commission.  5.  Limit of grading is at haybale line.  6.  No stock piling on site.

8:00 PM  Met with Warren and Russell Monroe.  Russell belongs to Troop 97, Boy Scouts.  Some scouts from Troop 97 and from Troop 38 in Hanover will on May 10th, 2003 trim the overgrowth on a part of Indian Brook, from Winter St. to Brook St..  Ms. Cassady said it would be great if while doing this, they could notice invasive plants.  Ms. Cassady will give them pictures to go by.  Another project at another time would be to list vernal ponds in town so that they can be certified.

Mr. Gelsi made a motion to give a six-month extension for 195 Liberty St.

Mr. Grattan seconded

All in favor


First page of Ridder orders to be retyped.  Mr. Grattan motioned to sign.  

Ms. Gardner seconded.  

The vote was 5 with Mr. Gelsi abstaining

Mr. Lindquist made a motion to allow Ms. Cassady to sign building permits.  Ms. Cassady said if she felt there is a problem, she will have a member make a site inspection.

Ms. McKeen seconded.

The Board reorganized as follows:

Mr. Croghan nominated Mr. Gelsi as Chairman

Mr. Grattan seconded  Vote:  6-0-0

Mr. Croghan motioned for Mr. Grattan to stay on as Vice-Chairman  

Mrs. McKeen seconded  Vote:  6-0-0

Mr. Gelsi nominated Ms. Gardner as Clerk

Mr. Croghan seconded  Vote:  6-0-0

Mr. Croghan read a letter from attorney Turner regarding 181 Franklin St..  The applicant is going for a superseding order from the DEP.  The applicant will still have to come back before the Commission according to the By-Law.

Water Department:  A discussion with Mr. Glen Doherty, Superintendent and Phyllis Bickford, Chairman ensued regarding dewatering without a silt trap on Main Street.  Ms. Cassady will meet with Mr. Glen Doherty for an on-site inspection of Crystal Springs.

Mr. Gelsi left the meeting at 9:00 PM.

Mr. Lindquist asked about a fence that is on Tag Way off of Whitman St..  The plans don’t show a chain link fence.  A site inspection will have to be made.

The meeting was adjourned at 9:30 PM.
